Housing Rehabilitation Program

Purpose

To assist low income families in maintaining decent, safe, sanitary, and energy efficient housing by rehabilitating substandard single family dwellings to meet local standards and environmental requirements. The emergency repair component of the program eliminates unsafe, hazardous and unsanitary conditions that require immediate attention.

Application Process

Any homeowner that believes that they are eligible based on income and ownership guidelines may apply. All applications taken will be reviewed for completeness and an eligibility determination will be made. If an application is determined to be incomplete or ineligible, the applicant will be given thirty (30) days by written notice to submit the appropriate documentation or to appeal an ineligibility determination. All eligible applications will receive a priority ranking based on criteria developed to establish need for services. The priority ranking will determine placement on the program waiting list.

Type of Assistance

Eligible applicants will receive a one-time deferred loan (grant). The loan will be deferred provided that the "terms and conditions" of the loan agreement are adhered to. A mortgage will be placed on the property for a minimum of 1 year.

This program repairs structural and system deficiencies that fail to meet the adopted building codes, modifications, for the elderly and disabled, cost-effective improvements to reduce energy consumption, roof repair/replacement, and exterior improvements.

The following list of eligible items will be addressed and prioritized:

  • Electirical
  • Plumbing
  • Roofing
  • Flooring
  • HVAC
  • Ramps
  • Accessibility
  • Other Health and Safety Concerns identified through inspection

In the event of an imminent threat to health and safety, emergency repairs will be considered on a case-by-case basis.

Eligibility Requirements

Income
The applicant's household income must be at or less than 80% of median income as determined by the U.S. Department of Housing & Urban Development annually.

Property
  • Only single-family detached units are eligible for Housing Rehabilitation Assistance.
  • The applicant must own and occupy the home/property for which rehabilitation assistance is being requested within the boundaries of Terrebonne Parish.
  • The home must be the applicant's principal residence and the only residential structure on the property.
  • The home/property must also be owned and occupied by the applicant for at least three (3) years prior to the date of application. Proof of ownership must be demonstrated through clear title.
  • A manufactured home may be considered eligible if it is situated on real property (land) to which the applicant holds clear title to both. In addition, manufactured homes must meet FHA manufactured home standards.

Public Services

CDBG Public Service funds which are limited to 15% of Terrebonne's annual allocation are used to supplement the following programs.

Terrebonne Parish Head Start

CDBG public service funds pay the rental costs of two Head Start classrooms and other incidentals associated with delivery of services to Head Start families.

Beautiful Beginnings Center

CDBG public service dollars supplement Emergency Shelter Grant funds to cover the cost of operations at Terrebonne's homeless center for families with children. The center provides temporary shelter and case management.
