The Terrebonne Parish Consolidated Government’s Public Housing Agency (PHA) is soliciting public review and comment on the proposed updates to the Section 8 Housing Choice Voucher Program’s Administrative Plan and FY2020-2024 Five-Year Plan in compliance with the Quality Housing and Work Responsibility Act of 1998 (QHWRA), the U.S. Department of Housing and Urban Development (HUD) Rule (24 CFR Part 903 and 982.54), and Public and Indian Housing (PIH) Notice 2000-43. The proposed Administrative Plan and 5Y-Plan will be available for public review for a period of 45 days beginning Tuesday, September 3, 2019 and commencing on Thursday, October 17, 2019.

The Administrative Plan establishes local policies for administration of the Section 8 Housing Choice Voucher Program in accordance with HUD requirements. The five-year plan provides details about the agency’s immediate and long-term goals and objectives for serving the needs of the low and very-low income families during the next five years. The plan addresses housing needs and financial resources, as well as policies governing eligibility, selection, and admission. It also addresses grievance procedures, homeownership, and other program policies. The plans must be available for public review, and comments are requested and encouraged. 

The proposed Administrative Plan and 5Y Plan will be reviewed by the Resident Advisory Board and must be formally adopted by the PHA Board of Commissioners or other authorized PHA officials. The Board will be considering updates to the Administrative Plan in matters with which the PHA has discretion in order to administer local housing policies along with the 5Y Plan. 

The proposed plans are available for review at the Department of Housing and Human Services, 809 Barrow Street, Houma, Louisiana between the hours of 8:00 a.m. and 4:00 p.m., Monday-Friday. Along with the proposed 5Y-Plan, the currently-adopted Administrative Plan and a summary of the proposed changes are also available for review at Terrebonne Parish Consolidated Government’s Section 8 webpage (tpcg.org/section8).

Furthermore, the PHA hereby gives notice that the proposed updates to the plans will be considered for approval by the Terrebonne Parish Council on behalf of the Terrebonne Parish Consolidated Government. The PHA will hold a public hearing at its location on the last day of the public notice. All interested agencies, groups, or individuals who wish to be heard on this matter are invited to attend this public hearing beginning at 5:00 p.m. October 17, 2019, at the following location:
