The Louisiana Housing Corporation (LHC), through a partnership with the Office of Community Development, officially announced a $32 million Community Development Block Grant Disaster Recovery (CDBG-DR) Notice of Funding Availability (NOFA) for the Rental Restoration and Development Program (RRDP). The RRDP program supports the repair, reconstruction, or new construction of residential rental units in qualified areas impacted by Hurricanes Laura, Delta, and Ida and the May 2021 floods.

Qualified projects must be in one of the FEMA Disaster-Declared Parishes or one of the HUD-Designated Most Impacted and Distressed Areas for Hurricanes Laura, Delta, and Ida or the May 2021 floods. Properties located in special flood hazard areas are not eligible to receive funding.

Hollins. “Supporting our community with funding will help restore and rehabilitate housing stock while ensuring that affordable housing opportunities are available for tenants. Below is a list of geographic locations in specific parishes that are eligible for the program.

Geographic Location of Qualified Projects – Hurricanes Laura & Delta:

•  Acadia, Allen, Beauregard, Caddo, Calcasieu, Cameron, Grant, Iberia, Jackson, Jefferson Davis, La Salle, Lafayette, Lincoln, Morehouse, Natchitoches, Ouachita, Rapides, Sabine, St. Landry, St. Martin, Union, Vermilion, Vernon, and Winn

Geographic Location of Qualified Projects – Hurricane Ida & May 2021 Floods:

• Ascension, Assumption, Calcasieu, East Baton Rouge, East Feliciana, Iberia, Iberville, Jefferson, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, Pointe Coupee, St. Bernard, St. Charles, St. Helena, St. James, St. John the Baptist, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Washington, West Baton Rouge, and West Feliciana

Qualified projects for the RRDP program must be seven or fewer residential housing units within a single structure; be site-built, or modular homes; complete an environmental review; and be made available at affordable rents for households at or below 80 percent of the area median income for a prescribed period of time.

To be eligible for this program, individuals must either have their own financial resources for construction or be able to obtain a construction loan from a private lender. Funding is provided after construction completion and placement of eligible tenants. Further details on eligibility and program requirements can be found at lhc.la.gov/RRDP.

The application intake period begins Monday, May 1, and will remain open until Monday, July 31. LHC will hold a series of Technical Assistance Workshops for potential applicants. Workshop times and locations will be announced as confirmed.
