Gustav/Ike Recovery Efforts

HUD Community Development Block Grant Funded Projects

The Gustav/Ike Recovery Plan was approved July 14, 2009, by the State through the Louisiana Recovery Authority. The program has been managed at the state level by the Office of Community Development Disaster Recovery Unit, and the funding agency, the U.S. Department of Housing and Urban Development.

The plan outlined the Parish goals for applying $133 million of Community Development Block Grants funds disbursed for Hurricanes Gustav and Ike. The projects included in the plan were gathered from many sources and were commented on by the public through a series of meetings held throughout the Parish. The Parish has implemented the plan which included 27 completed projects in the following categories:

  • $51.7 million in Levees
  • $20 million in drainage and sewerage improvements
  • $20 million for various infrastructure projects
  • $22.3 million in housing initiatives

Amendments

The remainder can be spent on other infrastructure, housing or economic development projects that are unmet needs from the storm. The Parish must bring any new projects not vetted by the public in the original plan development to the public for comment. After public comment and the support of the Council is documented through a resolution, the project can be submitted to the state and HUD for review.

NOTICE

The Parish is currently preparing a project to improve the community service of the Police Department. Terrebonne Parish is proposing the construction of the Eastside Public Safety Substation. A public meeting was held November 17th, 2020 at the Municipal Auditorium. The presentation is available at the link below. FEMA Funded Risk Reduction Improvements

The Parish has also expended approximately for $20 million in Hazard Mitigation Grant funds from the Federal Emergency Management Agency provided due to the damages from Hurricane Gustav. Those projects include:

  • 89 Houses and Businesses Elevated
  • The Eastside Safe Room
  • Backup Generators at the Government Tower, Pump Stations, and Fire Departments

Hardening of Government Buildings Including the:

  • Civic Center
  • Courthouse Annex
  • Government Tower
  • Houma Police Department
