The following regulations shall be applicable to all persons wishing to construct and/or install culverts upon any drainage ditch located adjacent to a public roadway within the parish:

  1. All proposed subsurface drainage must conform to all drainage requirements found in Chapter 22 Article VI and Article VII, Appendix A, and Appendix B of the Terrebonne Parish Code of Ordinances.
  2. The Applicant agrees to purchase all material as prescribed by the TPCG Drainage Department and Engineering Department on the Culvert Permit. Any substitutions or variances must be approved in writing by TPCG Public Works prior to installation.
  3. The Applicant attests the culverts and catch basins are installed on residential rather than commercial or industrial property and agrees to provide a right of use of the property/ facilities in exchange for the installation of culverts for up to 120’ with catch basins every 60’. All installations shall be made in accordance with regulations. Applicant will supply the approved culverts and catch basins. Applicant agrees all dirt from the existing roadway ditch from the property may be used as cover. TPCG will not purchase any additional backfill. Applicant is responsible for all costs of installation beyond 120’ in accordance with Ordinance rates.
  4. Within thirty (30) days after the installation of the culverts, all clean-out boxes shall be constructed in accordance with the specifications of the public works director.
  5. Upon completion of construction of clean-out boxes, the property owner must notify the parish for a final inspection. Should the clean-out boxes not meet specifications, the parish may:
    1. Allow the owner to rebuild the boxes, within a time period approved by the public works director; or
    2. Remove the culverts and boxes from the ditch.
  6. Applicant agrees to sign and complete all paperwork and provide property description and/or title opinions upon request, right of use, and permits for use of property
  7. TPCG shall maintain culvert and catch basins and owner is responsible for any replacement.
  8. In accordance with Ordinance and Agreement, labor may be performed by TPCG or its designated independent contractor at TPCG costs and discretion.
  9. TPCG will not tie in culverting to existing systems. Applicant must tie in all culverting to existing systems at their own expense in approved of methods. Applicant agrees to provide access to Applicant’s property for the performance of labor.
  10. If TPCG determines the work is physically impossible or too unsafe, the TPCG may deny the Application. Nevertheless, TPCG may deny the application for any reason or no reason whatsoever.
  11. Applicant will be responsible to provide all proper title to property, as determined by TPCG for the work. If curative legal work is needed, applicant shall pay for its own legal fees and expenses.
  12. Applicant shall be required to sign an Agreement in the form attached hereto as Exhibit A.
  13. Applicant acknowledges this work is pursuant to Chapter 22 Articles VI and Articles VII, and Appendix A and Appendix B of the TPCG Code of Ordinances. Applicant acknowledges he has read this Code section and attached Agreement.
  14. Only one application per 365-day period per year per property owner will be considered for discount costs of roadside ditch culverts and catch basins.
