
Initial 8-Step Public Notice for Parish-Wide Weather Stations
This is to give notice that HUD under 24 CFR Part 50 has determined that the following proposed action under Resilient Communities Infrastructure Program (RCIP) Project Number 55LDRC7708 is located in the Federal Flood Risk Management Standard (FFRMS) floodplain and nearby wetlands, and Terrebonne Parish Consolidated Government (TPCG) will be identifying and evaluating practicable alternatives to locating the action within the floodplain and nearby wetland and the potential impacts on the floodplain and nearby wetland from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The Weather Stations proposed project locations are at 13 fire stations across Terrebonne Parish as indicated in Attachment A. The extent of the FFRMS floodplain was determined using FEMA FIRMette maps, which show that several sites are located within Zone AE and others within shaded Zone X (Exhibit 1). Wetland proximity was assessed using NWI mapping; while no stations are sited directly in wetlands, several are near bayous across the street. Each weather station will be mounted approximately 10 feet high on existing antennas or easements with no ground disturbance. Based on current information, no effects to the floodplain or nearby wetlands are expected.
