LHC Recognizes New Affordable Housing Complex Dedicated to Workforce Households

The Louisiana Housing Corporation (LHC) welcomes a new workforce housing development, the West Tunnel Lofts, which will provide 40 quality housing units for mixed-income households.

Within the one building, residents of the West Tunnel Lofts have access to a community room, a fitness center, and picnic areas with green space. Residents also have a bike storage room, off-street parking, an in-unit washer and dryer, and brand new kitchen appliances.

The development received a PRIME-3 CDBG award of $6,350,000 from LHC, through the collaboration with the Office of Community Development (OCD). The project was also awarded 9% LIHTC under the 2024 Qualified Allocation Plan (QAP) as the highest-scoring project in the rural area new construction pool.

“LHC set aside $4 million for rural area projects, $2 million for the rehabilitation sub-pool and $2 million for the new construction sub-pool to ensure affordable housing developments and opportunities are everywhere in our state,” explains Kevin Delahoussaye. “We want to ensure that every Louisiana resident has access to affordable housing options, no matter where they are located.”

The PRIME-3 Program, administered by LHC in partnership with OCD, was dedicated to building disaster-resilient, affordable housing for mixed-income families, specifically Louisiana Parishes impacted by Hurricanes Laura, Delta, and Ida.

“Through our PRIME-3 program, the Office of Community Development is proud to partner with the Louisiana Housing Corporation to invest more than $6.3 million in West Tunnel Lofts, an important step in expanding high-quality, resilient housing for Louisiana’s workforce,” said Gina Campo, Executive Director of the Louisiana Office of Community Development. “West Tunnel Lofts not only brings 40 new housing opportunities to Houma, but also demonstrates how strategic public investment can transform underutilized spaces into vibrant, sustainable places for families to call home.”

The West Tunnel Lofts have been built to a storm resiliency standard by the developer, HRI Communities, a promise to the residents that the housing complex will be able to withstand the next storm.

“At HRI Communities, we are focused on creating resilient housing that meets the needs of cities and communities like Houma, where the need for workforce and affordable senior housing remains partially unmet following the devastation of Hurricane Ida,” says HRI Communities President Josh Collen. “West Tunnel Lofts reflects what’s possible through strong public-private partnership with the Louisiana Housing Corporation and Terrebonne Parish Consolidated Government, transforming an underutilized site into a thoughtfully designed, mixed-income community that will serve residents for years to come.”

Housing Partners included in this project are Terrebonne Parish Consolidated Government, Legacy Bank and Trust, and U.S. Bank. The architect for the project was HCI Architecture, Inc. and RNDG Builders, LLC as contractor. HRI Management, LLC will manage the property.
